Patch notes include config diffs

Old value, new value, and the Ledger entry that proves it.

Whenever a patch touches rates, refine tables, drop tables or WoE schedules, its post ends with a table of every changed setting. The live config is hashed and published on Rates & config, so you can check that the server really runs what the post says.
